From 11 - 13 December 2014 CEP's 9th conference on Electronic Monitoring in Europe will take place in Frankfurt am Main/Offenbach in Germany. Registration is now open.
Previous CEP conferences have mostly taken for granted that Electronic Monitoring (EM) is a legitimate penal measure if used in a regulated, integrated way and has sought to assuage critics’ anxieties about it. This time the conference will take place in Germany, a country which has been reluctant to implement EM. In the conference programme the critical aspects of EM will be highlighted, as aspects of EM which might be problematic have to be acknowledged.
The aim of the 9th EM conference is to set EM in the context of human rights (including data protection), to acknowledge the ethical and political difficulties some people and countries understandably have with it as a penal measure, and to indicate (legally and practically) how some of the dangers and difficulties may be overcome.
